Generally, a "leader" is someone who binds people together and guide them towards a common goal. Anyone can tell people what to do, but effective leadership required more than the ability to assign tasks to a group of people. And this is the basic different between management and leadership (businessnewsdaily).

manager has leader qualities, the better it is for the organization.
"Leaders
are people who do the right thing; managers are people who do things right."
– Professor Warren G. Bennis
